I live in Michigan and we currently have the "No Fault Insurance" already in place. It's really not that confusing. If two people are in an accident my insurance company pays for my damage and the other person's insurance company pays for their damage. Someone is still always "at fault" in the accident it's just each insurance company pays for their own insured's loss. They can go into subrogation against the other insurance company which is something that happens between the insurance companies behind the scenes, where one goes after the other to recoup their loss, if the other party was at fault.
